The overt aims of the CIA are the promotion of historical tourism, the discovery and preservation of all antiquities and the prevention of any artifacts leaving the country. All Very Mundane and Very Worthwhile. Indeed for 90% of the Gimel that work for it - that is all it does. For the 9% of its workforce that are party to the fact that it has a hidden agenda; only a few are aware of what it is and even then they are probably wrong. And if they are right then they are (usually) rapidly dead and thus fully appraised of Saminga's little powerbase in the Black Land.
(The original name for Egypt was "Khem" - the Black Land. Either alluding to the rich alluvial soil that was deposited by the Gimeling Nile every year or to the high concentration of Sorcerers, Necromancers and Undead littering the landscape. Not much change there then...)
For the operatives that are blissfully unaware of the true nature of their masters and are quite happy to remain so; their powers and scope are equivalent to that of its American Namesake and its operatives resemble MIBs (Mullahs in Black). At this level of the conspiracy CIA can be used to increase the general level of paranoia, to 'help out' if the Operatives make the right turning or anything else the D/M finds amusing at the time! At this level the CIA are totally unconnected with any other Infernal groups in Egypt especially Baal's Hellforces (p53 Night Music) and totally unaware of the real nature of the problem. Although from Gimel to Gimel, will seem to the Operatives that these MIBs must be high powered demons with a personal vendetta, behind every twist and turn in the plot and behind every door...
Behind the CIA is the 1% who are at the top. The Cabal is known as the Osirian Servants of Society or OSS. It comprises a small body of mundane operatives in the service of a select group of 42 Mummies, Vampires, Sorcerers, Necromancers and Human Servitors of Saminga. These 42 Members of the Positive Confession representing the ancient Nomes of Egypt and a parody of the Judgement of Truth. Each has a particular area of responsibility and region to govern.
These members form the ruling elite of Egypt and in one form or another been doing so for a long time... A group of Saminga's Demons 'Serve' this Sorcerous Organisation either directly or using Imp, Gremlin or Demonling Servitors of varying power, affiliation and shape! With strict instructions to report on any aberrant behaviour.
The CIA/OSS has seven orders in the hierarchy based on the ancient civil divisions:

Some of these Grand Masters may be Demons but most are human and surprisingly for Hellsworn Servitors of Gimel some are still alive! A high proportion are Undead: mostly Mummies with a few high power Vampires and even a Ghost or two! Thus the CIA controls The Black Land with minimal disturbance to the Symphony.
It is within the remit of the D/M to flesh out these NPC's sufficient to their need. Ardath Bey, although a relatively minor Gimel within the inner council is nevertheless a keystone to the organisation. And his removal will cause the whole edifice to crumble to the ground. Although most of the Grand Masters have some Sorcerous experience, as indicated some NPCs from IN supplements can be used if a "front man", "legal representative" and "loss adjuster" are required.
